160 — Skill Sovereignty and Governed Distribution
To distribute an instruction is not to transfer the right to define it. The source remains the source; an installation is a copy; an observed difference is an invitation to understand, not a change of authority.
One work, many places
A skill is an authored capability whose identity must survive changes of device, service and execution environment. Transfer makes it useful; traceable authorship makes it trustworthy. An installation is a projection of a work, not the source from which the work derives its authority.
The source and its copies
Every governed skill has one declared canonical source and an admitted revision history. Copies may be packaged, hosted, executed and displayed elsewhere, but cannot silently amend the source. A service may administer its infrastructure without becoming the author of the work it carries. These two kinds of authority must remain distinguishable.
Difference is not disobedience
Copies may diverge. A difference can be an error, a useful experiment, a change in packaging or a different version selected for execution. Its existence proves none of those interpretations. Observation must first establish what was compared: source identity, complete available content, selected revision, and the limits of readback. Where evidence is unavailable, the state is unknown, not identical.
The intelligence of the return path
A distributed copy can teach its source something. A change noticed elsewhere may return as an observation, an explanation or a proposal. Reasoning can interpret what changed and why it might matter, while keeping interpretation separate from the evidence. Admission of a change belongs only to the declared source authority. Distribution is outward; knowledge may travel both ways.
Reconciliation without erasure
The custodian may adopt a proposal through review, preserve a divergence, or restore an admitted revision to a distribution. Reconciliation must not silently delete unrelated work, retire historical editions, or redirect an active execution version. Loss of a hosted copy is not loss of the original. A replacement destination may have a new identity, which must be recorded rather than concealed.
Proof of continuity
Continuity between source and installation requires a traceable source revision, a complete distributed artifact, and independent readback of the destination to the degree it supports. A familiar name, successful upload or reassuring interface is not a checksum of meaning or execution. When proof is incomplete, the claim remains qualified.
Application in Fountain Coach
For Fountain Coach the declared canonical authority for skills is the organization repository Fountain-Coach/.github. Repository-local packages and external installations are derived projections. Transport operations, provider interfaces and deployment receipts belong in technical contracts, not in this constitutional principle. The rule is independent of any one platform.
Governing sentence
A distributed skill remains governed by its declared canonical source. Copies may execute, observations may return, and proposals may improve the work; no distribution may silently acquire the authority to redefine it.
